MEMORANDUM FOR THE PRESIDENT

Subject: Nomination of Jonathan B. Bingham
as Deputy Administrator for
Technical Cooperation.
The Act to amend the Mutual Security Act of 1951,
and for other purposes, provides in part for the
appointment by the President, by and with the advice
and consent of the Senate, of a Deputy Administrator
for Technical Cooperation.
Accordingly, it is recommended that Jonathan B.
Bingham, now serving as Deputy Administrator for TCA
under the Civil Service Classification Act, be appointed
Deputy Administrator under the provisions of the above-
mentioned Act, to receive compensation at the rate of
$15,000 per annum.
Mr. Bingham has an unusual record of achievement
in the military service, public service, business
management, and in law which is his profession. Since
his assignment to the Department, Mr. Bingham has
evidenced a high degree of administrative and technical
ability in TCA matters. Further information is
contained in the attached biographical sketch.
