Ewing ARCHIVES MATHONAL HARRY HARRY S LEGARA RECORDS SERVICE I want to let you know that yesterday I signed some regulations for the conduct of disloyalty proceedings involving employees of the Federal Security Agency. # I had hoped to withhold issuing any regulations until uniform regulations were prepared and issued, in accordance with my suggestion to the President. We have, however, a case on the West Coast that is very pressing so I decided to go ahead and issue regulations which we will use until your uniform regula- tions can be prepared. I hope I am not neglecting to do anything that the President and you wanted me to do about the uniform regulations. The President told me to speak to you about it. He thought it X 2 might be well to have Madame Perkins head up the work, although x 10 Tom Clark should also be in the picture. As I understood it, my responsibility was ended when I delivered the foregoing in- X 2-E formation to you except as you may further suggest.
