THE WHITE HOUSE May 3, 4 8 26 AM '49 RECEIVED Dear Mr. President: The National Capital Park and Planning Commission, by its X32 vote on April 29 to eliminate racial designations from its Recrea- tion System Plan for the District of Columbia, has removed the prop upon which the D. C. Recreation Board has heretofore relied as its justification for the maintenance of a racially segregated playground system. Since the Recreation Board has heretofore stated that it must follow the Planning Commission's racial designations, the Board should now follow the Planning Commission's removal of the racial designations by abolishing its segregation rule which prevents little children from playing in safe areas with their neighborhood companions in a democratic manner. In view of your vigorous, and deeply sincere, expressions against the evils of racial discrimination, I believe that you will be interested in the enclosed copies of letters which I have today written to the following persons, asking them to have the Recrea- tion Board's racial discrimination rule abolished: Mr. Harry S. Wender, Chairman of the District of Columbia Recreation Board Mr. John Russell Young, President of the Board of Commissioners of the District of Columbia Mr. Melvin Sharpe, Acting President of the District of Columbia Board of Education I sincerely hope that you will find the opportunity to make known to the District Commissioners and to the D. C. Recreation Board your desire that racial discrimination and segregation on the playgrounds in the Nation's Capital immediately cease. Respectfully yours, Arthur G.
