WHEREAS
President Harry S. Truman hassissued Executive Order No. 9835 sup-
juli
posedly for the purpose of removing disloyal employees from the Fed-
eral service; and
WHEREAS: This order guarantees to an accused employee none of the constitu-
tional and legal protections regarded as traditional and inalienable
for American citizens--neither a specific statement of charges, nor the
right to confront his accuser, nor the right to a fair trial by a jury of
his peers nor the right to be presumed innocent until proven guilty; and
WHEREAS: This Order permits an employee to be fired at the whim of an official or
or board, on unfounded charges brought by an anonymous fanatic or person-
al enemy, even though to be branded as disloyal to our Government is
tantamount to being guilty of treason, and means that a man is black-
listed for life; and
WHEREAS:
This Order calls for the establishment of a vast army of secret police
to pry into the personal lives and opinions of millions of Americans;
now, therefore be it
RESOLVED: That the Jefferson Hospital Employees Union, Local 730, United Public
Workers of America--CIO, believes that Executive Order 9835 will remove
the last vestiges of civil liberty, freedom of thought and freedom of
speech, from government workers, who have already been relegated to
second-class citizenship; and be it further
RESOLVED: That we consider this Order to constitute a direct threat to all Amer-
icans with respect to their right to form free organizations and ex-
press their opinions on any and every matter of public policy and in-
terest, without the fear that some Attorney General may disagree with their
opinions and label them subversive; and be it further

RESOLVED: That Local 730, United Public Workers of America-- CIO, does now go on
record as urging President Truman to rescind Executive Order No. 9835
and to substitute for it an Order guaranteeing the full rights of Citi-
zens to government employees; and be it further resolved
That copies of this resolution be sent to President Truman and to the
press.
