Dear Mr. Clifford: I am sending you an Off the Record copy of a letter that I have written to the Senate and House Committes on Civil Service. It deals with corrupt disloyalty which does not differ from subversive dis- loyalty. I seem to have been a Pioneer in this. On Tuesday, April 8th., I am going to mail these out, send them out that evening. I am doing this to continue the fair, impartial copiers to you, manner in which I have handled this Public service to the Government. Sincerely yours, Milhelin Walter C. Wilhelmy P.S.
