My dear Mr. Frankt
This will acknowledge the receipt of
your letter of February twenty-fourth addressed
to Honorable William D. Hassett. In reply, I
am very sorry to advise that it will not be possi-
ble to do as you ask as the President is so busy
with urgent official duties these days that he
is unable to comply with the many requests for
his signature. I know that you will understand.
