My dear Mr. Foster:
It is with regret that I must send
you a disappointing reply to your friendly let-
ter to the President. I feel sure that you will
understand, however, when I explain that so many
requests for the President's signature and photo-

it is impossible for him to comply with them. I
am indeed sorry.
