My dear Friends:
This is to acknowledge the receipt of
your telegram of October twelfth. While your in-
terest in wiring is appreciated, the President
after most careful consideration felt constrained
to withhold his approval of S. 1407.
I am enclosing, for your information,
a copy of the President's veto message to the
Senate.
