My dear Mr. Hemmelgaver:
Your letter of March eighteenth has been
received and I want to assure you that your cour-
tesy in giving the President an opportunity to pur-
chase the old Missouri State Defense Bond you have
in your possession is appreciated.

I regret, however, that it is necessary
to send you a disappointing reply. May I explain
the President simply does not have the means to
purchase the many, many articles that are constantly
being brought to his attention, much as he would
like to do SO. I feel sure you will understand.
