Non-intervention does not mean that the United States must sit by with crossed hands if a clearly communist regime should establish itsolf in the hemisphere. Our agreements on this subject are with sovereign American states and their protection would not extend to the satellite of a foreign imperial istic power. Since such a government would be repugnant to every principle of the inter-American system (as well as to Monroe's announced doctrine) it is anticipated that action on our part would receive broad support in Latin America. Neither does non-intervention preclude multilateral action by the inter- 18/ American systeme But as a practical matters the majority of Latin American governments do not yet favor even limited multilateral intervention, though it is hoped they eventually will.
