UNDIANATION -27- should be given to the extent to which our government's anti-trust actions against certain companies are jeopardizing United States investments throughout the areao Official public allegations by the United States Government that United States companies are engaging in unfair trade practices and are exploiting the people not only coincide with communist and nationalist doctrine already referred to and increase the risk of expropriations but leaves with foreign peoples (who do not distinguish between official allegations and facts) the impression that their continued functioning is not a matter of concern to us (e.g. Venezuelan Government officials have informally expressed the view that as a result of the publicity concerning alleged cartel practices on the part of United States oil companies the Venezuelan Government will be obliged by the opinion of its public to undertake parallel action against companies operating in Venezuela). If, for example, the Venezuelan Government should decide to nationalize the strategic oil industry there (and the majority of the Venezuelan people favor such action) there is no reason to suppose that the United States iron ore industrys also of strategic importance to uss would not suffer the same fate. And should Venezuela nationalize, the temptation for other countries to follow suit might be considerable. It is therefore urgent that a way be found to reconcile our national interest in preventing unfair trade practices by American companies and our national interest in protecting our foreign investments against unfair acts on the part of foreign governments. do It DECLASSIFIED E.
