INTRODICATION -31- to honor our longmstanding commitment to Panama 27/ concerning a bridge over or tunnel under the Canal and the relocation of the railroad station in Panama. 38. We should continue our nine-year old point 4 program in the area at about the current level of expenditure of 20 millions annually for the bilateral program and 1 million for the multilateral OAS programs It should remain a technical assistance as distinguished from a grant-in-aid program or a program of economic development; should devote its principal efforts to the fields of agriculture, health and education in which the IIAA has acquired experience; should keep within reasonable limits the number of United States technicians which it sends to the field so as not to arouse nationalistic prejudices: and should be careful to avoid duplicating the efforts of the United Nations and other international organiza= tions which have undertaken Point 4 type projects in the area. It is essential that the administration of the program be COm ordinated in an effective way with our foreign policy objectives. 39. Our program of economic aid to Latin Anerica is small (annual expenditures of about 20 millions for technical assistance, 4 nillions for the inter American highway and Rama Road, and 40 millions 27 Consideration should be given to liquidating these commit- ments by extending a nore productive kind of aid, such as un- matched highvay funds.
