system by creating an Argentine-dominated, anti-United States
bloc in South Anerica; and covertly to point out to Latin Anericans
that Peronista propaganda furthers the objectives of the Soviet
design.
d. Refrain from extending economic assistance (Argentina
receives neither Point 4 nor nilitary grants nor is she currently
eligible for Export-Import Bank loans).
e. Reply indirectly to Peronista propaganda by contro-
verting Peronista clains on specific issues. (The suggestion
made for inproving our propaganda in the area would, if imple-
rented, enable us to do this in a much nore effective way than is
now possible.)
f. Encourage the expansion and strengthening of the
ORIT.
51. In Guatemala we seek to persuade the government that it
should isolate and oppose communists. Until this is done we should
continue our current policy of withholding cooperation.
