MEMORANDUM TO NAVAL AIDE TO THE PRESIDENT
Subj: Presidentation of Awards to Major Joseph R. McCarthy, USMCR

1. In accordance with your verbal request, this is to clarify and supplement
my memorandum for the Acting Secretary of the Navy of 30 December 1952,
copy of which was transmitted to you with enclosures. With regard to the state-
ment ment that the Commanding Officer verified the flights and the statement
that the flights were further verified by the Division of Aviation, it was this
latter verification that resulted in the recommendation transmitted by the
Commandat of the Marine Corps to the Secretary of the Navy in his second
endorsement to Major McCarthy's request. In his recommendation the
Commandant credited Major McCarthy with only those flights that the Division
of Aviation could definitely establish. Although the Marine Corps does not have
complete data on the deliberations of the Navy Department Board of Decorations
and Medals, its ultimate recommendation to increase the number of awards
was doubtless based on the opinion that records of other flights contained in
the Strike/Flight, recommendation data sheet which accompanied Major
McCarthy's request warranted additional awards. With regard to the delay
in presenting the Medals from 5 December 1952 to 29 December 1952, the
Director, 5th Marine Corps Reserve District was unable to contact Major
McCarthy until 24 December due to the latter's absence from the city and the
date of presentation on 29 December was in accordance with Major McCarthy's
request. The letter transmitting the awards to the Director, 5th Marine
Corps Reserve District is attached hereto as Enclosure (1) for information.
