MEMORANDUM
SUBJECT: General MacArthur's Theateritis
In his address to Congress on April 19, 1951
General MacArthur stated: "The issues are global, and
so interlocked that to consider the problems of one
sector oblivious to those of another is to court dis-
aster for the whole."
In his testimony before the Joint Senate Armed
Services - Foreign Relations Committee, May 3-5, 1951,
General MacArthur repeatedly stated that he knew nothing
about, nor had any responsibility for problems outside
of his own theater of operations. Nevertheless, he him-
self stated that the problem was global, and a considerable
portion of his testimony involved his own speculation
about Russian strength and intentions.
