Talking again with Spaak about Indonesia, he said his
own efforts keep negotiations open had failed and
that final word via Dutch Ambassador here had been
Dutch decision to have recourse to arms. After com-
menting on proverbial and well known Dutch obstinacy,
Spaak went on say that in his wiew one could for
moment, only watch course events, because now Dutch
have made their decision resort military measures it
would be futile attempt check (contrecarrer) them. He
had noted apparent solidarity support. Dutch public
opinion and absence Cabinet crises. If further oper-
ations should proceed as rapidly and as successfully as
had intitial stages, Spaak said it was possible satis-
factory ultimate solution might be reached.
Spaak said he had taken note Duitch statement SC that
Indonesian troubles were internial political concern
Dutch only. Spaak also remarked that Russians were
on technically correct ground im reminding US of three-
day notice requirement--whic obviously provides time
organize ideas and lay plans for countering possible
moves others.
In conclusion, Spaak said that if after sufficient time,
say 2 weeks, it was apparent Duttch military action was
not going achieve prompt and sweeping successes Dutch
anticipated, then might come moment propose once more
serious mediation or arbitration. In such event he
reverted to necessity participanits being on highest
