I note from pross tolegrams recoived here that a
portion of the Amorican pross interprets the composition
of new provisional Austrian Government as wolcomo
reassurance of a sincere eagerness on Moscow's part to see
an independent Austria established on a sound liberal
democratic basis.
Without taking issue with this view I think it
appropriate to recall that there is not a regime now
functioning in eastern Europe which did not start on its
present path with similar bright assurances of democracy
and independence - assurances which gonerally found a
warm and grateful wolcomo in wostern public opinion.

Soviot Union and Estonia in Soptember 1939 providod
spocifically that its provisions should not "affoct in any
