FOR THE PRESIDENT, SECRETARY AND ROCKEFELLER,
San Francisco negotiations concerning regional pacts
continue principal topic of discussion. Number of nEWS-
papermen have Explained their attitude to Embassy as
resulting from SEnSE of betrayal by United States, saying
that United States is only American nation to split on
issue of Pan-American solidarity; though some qualified
this by saying that their attacks should have been
impartially on all three major powers. Foreign Office
officially silent but privately bitter chiefly against
Soviet attitude which they interpret as insistence by
Soviet on free hand in Europe while demanding voice in
American affairs. Reported here that division of United
States delegation is such that president will have to
decide policy.
In judging Latin-American reaction it must be realized
that European politics are not far away and academic. There
