DEPARTMENT INCOMING DIVISION OF OF CENTRAL SERVICES STATE TELEGRAM TELEGRAPH SECTION JLT-798 PLAIN Vatican City Dated June 4, 1945 Rec'd 2:57 a.m. 5th Secretary of State, Washington. 133, Fourth FOR PRESIDENT AND SICRETARY I have telegraphed Judge Marchisio following message received from UNRRA, Washington by its Rome office "Keeny has shown us following telogram 'first interim allocation to Italy under resolution 57 is 500,000 pounds not 5 million pounds; second, 2,500,000 pounds allocated under resolution 58 being shipped to Italian mission for distribution in Italy by such agencies including ENDSI as you and Italian Government agree in third, Italians displaced outside Italy may receive assistance under resolution 58 upon returning to Italy; fourth, no allocation made to ARI; fifth, no agreement exists with ARI If this be true you have been trapped into complete destruction of ARI activities and have put UNRRA in complete control of this field as far as cloth- ing is concerned.
