MEMORANDUM FOR THE NATIONAL SECURITY COUNCIL
SUBJECT:
Recommendations With Respect to U. S. Policy Toward
Japan
REFERENCE: NSC 13/1
At the request of the Secretary of the Army the at-
tached statement on the above subject is circulated herewith
for consideration by the National Security Council in connection
with Item 1 on the Agenda for its next meeting on Thursday, Sep-
temper 30, 1948.
As further suggested by the Secretary of the Army,
Mr. Paul G. Hoffman, Administrator, Economic Cooperation Admin-
istration, who was a member of the Johnston Committee which re-
cently reviewed Japanese economic problems, has been invited to
be present at the next meeting of the Council when the question
of reparations is considered.
