In summary, I respectfully recommend that the paragraphs
dealing with the Chief of Staff of National Defense be expanded and
that such officer's position should be clarified and clearly defined.
I also believe that provision should be made for the Joint Chiefs
of Staff in which the component services will have an equal representa-
tion. I also believe that there should be a Chief of Staff to the
President.
