Problen
To deternine the position of the United States Government should take at
the next Council of Foroign Ministers on international control of the Huhr
Basin in connestion with the Peace Sattlement.

1. Franes
The Fronoh Government has vigorously ospoused internationalisation
of the Ruhr as essential to asourity and the economio welfare of Europe.
Originally it advogated complete political and economio separation of the
Ruhr as woll 8.8 the Rhineland from Germany. Even prior to the last
Counoil of Foreign Ministers, however, it tended to depart from this position,
and advanced, apparently as a substitute, a' schems which would veat ownership
of the basio Ruhr industrios in the powers that took an active part in the
war against Germany, with the provision, however, that profits bs left in
the Ruhr, and which would entrust management, as distinot from ownershipe
of those industries to international administrations in which the states
