ALTERNATIVE II. The United States should take the following
ARCHIVES "NATIONAL SERVICE" RECORDS AND
position:
(1) Since December, 1946, the United States has sought the pro-
gressive reduction of occupation forces in Germany, toward the end
that such forces might be completely withdrawn as soon as feasible.
Accordingly the United States will study the Soviet proposal with
interest.
(2) The United States does not believe, however, that the question
of the withdrawal of occupation forces can be separated from other
problems regarding Germany.
(3) Before total withdrawal of occupation foroes, the United States
balieves that the political unification of Germany should be accomplished
by the establishment of a Central German Government based on free elections,
held simultaneously throughout all Germany under quadripartite inspection.
(4) Similarly, prior to total withdrawal of occupation forces, the
previously agreed treatment of Germany as an economic unit should be
implemented.
(5) An agreement directed toward the permanent disarnament and de=
militarization of Germany, along the lines of the US proposal for a dis=
armament treaty, should be reached and the security control organs
established, before total withdrawal of occupation forces.
(6) Withdrawal of occupation forces from Germany should be accomplished
by evacuation of occupation forces in neighboring countries, in particular,
Poland and Austrie.
