May 31, 1946 MEMORANDUM FOR: Secretary of State FROM: The President In reply to your memorandum of May twenty- ninth regarding special Ambassador for the inaugura- tion of the heads of state, I think your suggestion is perfectly all right where we have a resident Ambassador or Minister, but, if you remember, in the case of Brazil our Ambassador had resi med and it was necessary for us to send a special envoy for the inaugura- tion of the new President. MATIONAL RECOROS AND I think each case ought to be considered on is SERWCE" its own merits and the best procedure followed. In the present case of Argentina, the new Ambassador is certainly the proper person for the special representative of the United States Government at the inauguration. H. . . . .T.
