MEMORANDUM FOR THE PRESIDENT
Attached is a copy of the message I sent to Bevin on
Sunday. It disturbed him as I intended it should. Halifax
came to see me yesterday, and today he advised me that neither
Bevin or Atlee will make any statement about these proposals
at this time. He hopes to take it up with me a little later.
