practical inploventation of the financial arrangements

Military Governors along the lines indicated in Paragraphs
A, B, C and D of the directive, unless the commission wore
endowed with the power to control, insofar as Derlin is
concerned, the operations of the financial institution from
which the currency requirements of Berlin are to be supplied.
This fact was recomnzided in the discussions with Premier
Stalin and Mr. Nolotov on August 23, when specific assurence
was obtained from Premier Stalin that the operations of the
