Dear Mr. Bowers:
Replying to yours of September twenty-
third, I an asking Admiral Leahy, ay
Chief of Staff and the Chairman of The
Joint Chiefs of Staff to cone to Chile
with the American Fleet.
The Admiral is the ranking Five Star
member of The Joint Chiefs of Staff
and presides over that organization.
He has been to Chile before and has a
record equal to any of the military
stars during the war. He is my Chief
of Staff and has my complete confidence.
