Dear Congressman DeLacy:
I appreciated very much your letter of December
wenty-eighth in regard to the China situation.
You understand that there are some three or four
hundred thousand Japanese in China still under
arns and until those Japanese are disarned and
evacuated we have not carried out the surrender
terms to Japan.
Chieng Kai-shek Government is the recognized
Government of China. The Chiang Kai-shek Govern-
ment supported us wholeheartsdly in the war and
I an inclined to be patient with the situation
in China, always hoping for the establishment
of a strong Chinese Government, which is to our
best interest.
Russia and Great Britain also recognize Chiang
Kai-shek Government as the Government of China.
General Marshall, I think is accomplishing the
objective which we all have in view - that is a
unified Chinese Government.
Generalissino Stalin says the so called Chinése
Communists are nothing but bandits and he has
nothing whatever to do with then.
Those people in this country who are more loyal
to the Russian Government than they are to their
own should consider this carefully before making
wild charges which have no foundation and fact.
