MEZORANDUM FOR The PRESIDENT
Subject: Message to President Chiang.
Your letter to President Chiang Kai-shek,
aeknowledging receipt of his reply to your
earlier letter, was received in the Depart-
ment and handed to the Minister-Counselor of
the Chinese Embassy (Dr. Tan Shao-hwa) on
September 9.
As of possible interest, there is attached
a copy of a nemorandum of conversation which
took place between Dr. Tan and the Departmental
officer who handed him the letter.
