At the request of the Acting Secretary of State,
please despatch the attached Top Secret telegram to the
President with the following paragraph prefixed:

THE ATTACHED MESSAGE RECEIVED FROM THE AMBASSADOR
AT NANKING, MARKED ALSO FOR THE ATTENTION OF
