All of us have, particularly myself, been hoping your early return. As your health not fully recovered, you have expressed difficulty in fixing date of home- coming. "Following conclusion of treaty between Stalin Mao Tse-tung, our national crisis becomes more acute, at same time our people increasingly anxious be delivered from unbearable sufferings "our national affairs, both military political, cannot long remain without direct guidance of responsible chief. At this time of distress, people have insistently reminded me of my duties towards them. In response to their wish that I should do my part in averting danger, I have decided resume office and continue exercise presidential functions and powers as from March 1.
