Socrotary\nBeginning on September 12, 1950, the Secretary of State\nwill be moeting with the Poreign Minstors of tho United Kingdom\nand Pranco and, following that, with the Council of the North\nAtlantio Treaty Orgenisation.\nThe nost urgent problen coming befare the kinisters will\nbe that of noving forward rapidly to strengthen effectively the de-\nf'enso of Buropo and to determine the nature of the contribution by\nto this defense. The urgenoy of neeting this problen is\nincroaned by the growding military capability of East Gorman farces.\nIf the United States does not have a olear position prior to these\nmootings on the following pointa, thetro night well be disastrous\nconacquences:\n1. Ara tra propared to commit additional United States\nfarces to the defense of Buropo;\n2. Are we propared to support, and in what manner, the\ncongept of a Huropean defense force, including Comman participation\non othor than a national basis;\n3. Aro wo propared to look forward to the eventuality of\na Sugtromo Commander for the Daropean dofense furces;\nbe Are wo propared to supports the immediate creation of\na Combined Staff for such an eventual Surreno Commander;\n5. Are wo propared to support supplementing the activities\nof the Military Production and Supply Board by a Buropean Vax Produg-\ntion Bonad with centralized direction;\n6. Aro wo propared to consider full United States partici-\npation in Buropoan defense argans, would tre be prepared to ao-\ncopt the responalibility of having an American Commander and\nan Amprican Chairman of the Europoan Waz Production Board;\n7.
