THE WHITE HOUSE wASHINGTON TOP SECRET Auguat 26, 1950 My doar l.v. Socrotary Beginning on September 12, 1950, the Secretary of State will be moeting with the Poreign Minstors of tho United Kingdom and Pranco and, following that, with the Council of the North Atlantio Treaty Orgenisation. The nost urgent problen coming befare the kinisters will be that of noving forward rapidly to strengthen effectively the de- f'enso of Buropo and to determine the nature of the contribution by to this defense. The urgenoy of neeting this problen is incroaned by the growding military capability of East Gorman farces. If the United States does not have a olear position prior to these mootings on the following pointa, thetro night well be disastrous conacquences: 1. Ara tra propared to commit additional United States farces to the defense of Buropo; 2. Are we propared to support, and in what manner, the congept of a Huropean defense force, including Comman participation on othor than a national basis; 3. Aro wo propared to look forward to the eventuality of a Sugtromo Commander for the Daropean dofense furces; be Are wo propared to supports the immediate creation of a Combined Staff for such an eventual Surreno Commander; 5. Are wo propared to support supplementing the activities of the Military Production and Supply Board by a Buropean Vax Produg- tion Bonad with centralized direction; 6. Aro wo propared to consider full United States partici- pation in Buropoan defense argans, would tre be prepared to ao- copt the responalibility of having an American Commander and an Amprican Chairman of the Europoan Waz Production Board; 7.
