MEMORANDUM FOR THE PRESIDENT 6 ARCHIVES "NATIONAL the RECDIOD SERVICES the Subject: Current Foreim Developments KING LEOPOLD REPORTED TO BE RETURNING TO BETGJUM. The British Foreign Office has received a report to the effect that King Leopold will arrive in Belgium on May 12. The Foreign Office considers this to mean that the Belgian Delegation has succeeded in convincing the King that he will have to recomize changed conditions in Belgium. FRENCH ACTIVITIES IN NORTHURSTERN ITALY. The French Foreign Office has again denied that France intends to take unilateral action to obtain Italian territory. However, negotiations would be initiated with Italy in order to bring about certain "minor boundary changes at Italy's expense" in order to preserve military security. However, military reports indicate the persistence of French attempts to establish French administration in certain areas. In some places ration cards are denied to those who do not ask for French nationality and those refusing are driven out. The Chief Commissioner of the Allied Commission urges that AMG be set up at once in these areas. The British Foreign Office has asked the French to restrain French forces in northwestern Italy in order to prevent serious trouble with Italy. BRITISH VIAYS ON ITALIAN GOVERNMENT.
