General tension over the situmtion in the Levent States is increased today by the French shelling of Demascus and by the issuence in Peris of two quite intrensigent statements. One exposition of the French attitude was a French Preas Agency item regarding a French cabinet meeting yesterday. This set forth the uaual French arguments for a special position in the Levent States end accused the letter of refusing to discuss a general agreement prelimi- nery to the granting of full independence. Mischievous propaganda" was blamed for "the belief that France was resorting to intimidation and blackmail." The other Trench statement, of which the Paria radio was the source, claimed that "foreign influence* WRS responsible for the trouble. *Our British friends, however, it said, will have cause to regret the disturbances on the next occasion when they must replace and transfer forces in other Arab countries. Not only do these declarations appear to reduce even the smoll remaining chance for a negotiated solution for the problem, but they ere also generally counter to a state- ment of Bidault to Caffery last Friday that he opposed the position being taken by de Gaulle and would bring definite political pressure to effect a change. A French Foreign Office official also told Caffery that the Foreign Office had disagreed with de Gaulle nll along. The possible remedy most favored by the Syrians and Lebenese would be an announcement thnt they are counter- proposing, to the French treaty proposals, a general treaty to be offered to the British, Americans, Russians and Chinese, a.s well B.B to the French. The American view of this proposal has been solicited. Venezia Giulia. Embassy Belgrade is instructed to present the note and draft agreement on Venezia Giulia to Tito, which the British Government has accepted, as soon as SAC gives him end the British Ambassador word.
