Similarly, hostile bases on Formosa greatly increase the airborne threat to the entire southern flank of the FEC. The range of USSR coastal type submarines operating from this salient in our front line is 200 miles greater than from any base on the mainland, and provides even these short-range craft with the capabilities to envelop both Okinawa and Northern Luzon. Based on both FEC and JCS estimates of Soviet air and submarine resources in the Far East, the Communists have the capability to extend their forces southward from their present position and still maintain an imposing degree of strength in both areas. A. The importance of Okinawa and the Philippines is increased to both the United States and the USSR as Communism moves toward Southeast Asia. Formosa presents the USSR with a concentration of bases from which to strike our positions which is greater than any similar concentration on the mainland. It would be unrealistic to assume that the USSR would fail to exploit fully the possibil- ities of this base system. B. The ability of the USSR-Chinese Communist combination promptly to meet logistic requirements has been reported by the United States observers from China with relation to both lines of communica- tion and airfield development.
