MEMORANDUM FOR THE PRESIDENT
SUBJECT: Voice of America
On February 27th, last, I submitted to you a
memorandum on the above subject.
In it I stated that in accordance with your
suggestion I discussed the subject with General Sarnoff
of the Radio Corporation of America.
I also stated that he and I had agreed that
America should have a program of action that is sufficiently
broad and effective so that a worthwhile Voice of America
could reach the entire world as promptly as practical.
We also agreed that it might be worthwhile for you
to create a Board of Review to study this whole subject and
make appropriate recommendations to you for the achievement
of the above general objective, including budgetary recommenda-
tions.
I suggested the following membership:
David Sarnoff, Radio Corporation of America
Senator McMahon
Senator McFarland
Deperty
Undor Secretary of Defense Early
Assistant Secretary of State Barrett
In view of the importance of this whole question
right now, I thought you might be interested in giving further
consideration to my memorandum of February 27th, and I am
inclosing a copy thereof.
