NARS Date 6-27-75 MEMORANDUM FOR THE PRESIDENT SUBJECT: Voice of America On February 27th, last, I submitted to you a memorandum on the above subject. In it I stated that in accordance with your suggestion I discussed the subject with General Sarnoff of the Radio Corporation of America. I also stated that he and I had agreed that America should have a program of action that is sufficiently broad and effective so that a worthwhile Voice of America could reach the entire world as promptly as practical. We also agreed that it might be worthwhile for you to create a Board of Review to study this whole subject and make appropriate recommendations to you for the achievement of the above general objective, including budgetary recommenda- tions.
