DEPARTMENT OF STATE the WASHINGTON May 15, 1945 MEMORANDUM FOR THE PRESIDENT Subject: Proposed Call on the President of M. Georges Bidault, French Foreign Min- ister. The French Counselor, Mr. Lacoste, called on me this afternoon and left with me a note, a. copy and transla- tion of which are enclosed herewith, containing a message to you from General de Gaulle in which General de Geulle states that when Monsieur Bidault, the French Foreign Minister, meets you on Thursday he will take up, among other questions, the great desire of France that French forces should participate side by side with American forces in the campaign against Japan. We are preparing for you a memorandum on this sub- ject with our recommendations concerning the position we feel our Government should take in this issue and I shall have it in your hands in ample time before Monsieur Bidault's appointment.
