O. 11652, Sec. ³(E) and 5(D) or (E) a By Dept. of State letter, Aug. 9, 1973 EMBASSY OF THE UNITED STATES OF AMERICA NLT- HC NARS Date 6.26.25 - Paris, May 2, 1946 CONTIDENTIAL MEMORANDUM FOR THE SECRETARY: Persons of political importance holding different political views (i.e., Socialists, Radical-Socialists, PRL, etc. and friendly officials have commented to me very favorably on the reports published in the press this morning on the telephone conversation between M. Bidault and you in Paris, and the President in Washington. They remarked that the telephone conversation has excited the imagination of many Frenchmen because it was out of the ordinary and that the average Frenchman was particularly struck with reports of the President's real interest in the French situation and his desire to help France. Some of the persons with whom I have talked, including a high official of the Ministry of the Interior, observed that this transatlantic telephone call had greatly heartened elements in France which share our conceptions and has been very helpful in nullifying unfriendly propaganda that we are pulling out of Europe and abandoning it. They added that this sort of gesture was particularly helpful in view of the coming elections and would strengthen and encourage all elements except, of course, the Communists. My informants all expressed the hope that during the coming critical four weeks preceding the June 2 elections we would be able to give publicity to our aid and interest in France, particularly any credits that we advance as a result of the Blum negotiations in Washington.
