We were deeply concorned over increasing evidence
that delay in reaching NAT agreement on CER participation
not only causing very gerious loss of momentum in our
entire offort to build uo strength of West but is also
cauaing very adverse reaction, particularly in GER but
to lesser extent in other NAT countries. It imperative
wa reach agreement in NAT Council Dens and Mil Comi to at
earliest possible moment.
With foregoing in mind I am sending (immed fol tel)
personal mag for Schuman which you shld deliver sarliest
unless you perceive ob jection (Spofford shid hand copy
to lioyer=Millar after the delivery to Schuman.)
