MEMORANDUM FOR: THE PRESIDENT
A gentleman in whom you have confidence
advises that the situation in Guatemala has reached
such a stage that some positive action is necessary.
Only a small handful of communist leaders control
Guatemala. In the absence of positive action by the
Government of the United States indicating its dis-
approval of the present regime, the large majority
of the Guatemalan people and the surrounding govern-
ments cannot but feel that we condone, if we do not
fully approve, the tactics practiced by the present
Guatemalan Government. The State Department should
decide on some stringent action and implement it in
a sudden move.
