MEMORANDUM FOR THE PRESIDENT: General Marshall just phoned the following message for you and asked that it be handed to you right away: "Reference to your inquiry regarding Greek situation, they have just about completed a. memorandum of the facts in the situation as we know them, for me to send to you.
