Business
Vishinsky just telephoned and
informed the Minister (KENNAN - acting for
HARRIMAN) that the Soviet Government could
not (repeat not) give us an answer now because
it does not yet have the data concerning the
capitulation from its own representatives.
He said that he would give us an answer as
soon as possible. The Minister informed
the
Vishinsky that this created a difficult situ-
ation and he could not say what action would
be taken by the United States.
