Following is informal trans lation of text of note handed me tonight by Vyshinsky "In connection with the note of the Government of USA of March 25 Soviet Govt considers necessary state following. "In its note March 10 Soviet Govt suggested to Government USA and also to Governments Great Britain and France without delay discuss question of peace treaty with Germany in order that agreed draft of peace treaty would be prepared at earliest time. With aim of facilitating preparation of peace treaty Soviet Govt presented draft of bases peace treaty with Germany expressing agreement also discuss any other suggestion. "Soviet Govt suggested in this connection that peace treaty be worked out with immediate participation Germany in form of all German Government. In note of March 10 it was foreseen also that USSR, USA, England and France fulfilling occupation function in Germany should review question of conditions favorable to earliest formation all German Government expressing will German people. Introducing its suggestion re question peace treaty with Germany and formation all German Government Soviet Govt proceeded from fact that decision state basic questions has great significance for strengthening peace in Europe and responds to requirements just relationship to lawful national interests German people. The urgency of conclusion peace treaty with Germany creates necessity that Governments USSR, USA, England, France take immediate measures for unification Germany and formation all German Government.
