    "ocrText": "ARCHIVES \"NATIONAL SERVICE\" RECORDS AND\nTOR SECRET\nThe terms of the trusteeship should specify that at\nthe end of ten years the question of self-government for the\npeople of the territory should be reviewed by the Trusteeship\nCouncil; and that in the meanwhile Italian settlers might re-\nturn to the territory under appropriate safeguards and Italian\ntechnical personnel might be employed in the development of\nthe territory.\nb. The Fezzan. Should be included in the trusteeship\nfor Tripolitania, but it should be kept in mind that the French\nare in military occupation and that it will be difficult to\nprevail upon them to evacuate the area unless we can reach\nagreement with them regarding its future disposition. The area\nis not sufficiently important to risk a major disagreement\nwith the French.\nC. Eritrea. Final decision as to the United States\nposition to be made after exploratory conversations with the\nBritish.\nd. Italian Somaliland. To be placed under Italian trus-\nteeship, under terms which would provide for eventual self-\ngovernment but which would not fix the period of time within\nwhich the area would become self-governing. If the British\nGovernment should so propose, British Somaliland might be in-\ncluded in the trust territory.\ne.\nBorder Rectifications.
