sery of plate OONF IDLNT IAL DEPARTMENT OF STATE WASHINGTON and June 18, 1949 MEMORANDUM FOR THE PRESIDENT Subject: Your Meeting with Congressional Leadership on June 20, 1949. The present appropriation for aid to Korea, which was made under the GARIOA appropriation for 1949, will expire on June 30, 1949. The House Foreign Affairs Committee is now considering the Korean Aid bill, which will authorize aid to Korea for another year. The Senate Foreign Relations Committee has not yet begun hearings on the bill. The proposed assistance program, which is outlined at Tab A, is essential to the support of the recognized Government of Korea. Without it south Korea will be unable to resist the tide of Communism, which is in complete control of north Korea. Unless the bill is enacted by June 30 or within a very few days thereafter, the assistance now being given to Korea cannot be continued. The full support of the Leadership is required for Acting Chairman Richards to obtain prompt action by the House Foreign Affairs Committee and for quick action on the Floor in both Houses. I, therefore, recommend that you impress on the Congressional Leaders the urgency of action on the Korean Aid bill by June 30, 1949. I further recommend that you inform the Congressional Leaders that you will send the Point IV Program to Congress within a few days and that you hope it will be possible to obtain action on this Program during the present session without prejudice to the passage of the Military Assistance Program which an is absolute must.
