MEMORANDUM FOR
THE UNDER SECRETARY OF STATE
Referring to your recent memorandum
to the President, submitting a suggested re-
ply to the President of the Republic of Korea
in connection with the Korean request for arm-
ing additional Koreans of military age, I aun
sending to you herewith, for appropriate trans-
mittal, the letter which the President has ad-
dressed to President Rhee.
