Syngman Rhee's message to General MacArthur and General MacArthur's comments thereon, contained in his message to you of October 16, are not entirely clear. However, it has been apparent from other messages transmitted by President Rhee to the Korean Foreign Minister, now in the United States, that President Rhee's initial reactions to the Resolution adopted on October 12 by the Interim Committee on Korea were based upon incomplete and inaccurate press reports. The full text of the Resolution has now been made available to him by the American Embassy at Seoul. There appear to be only two fundamental questions at issue between the United Nations and the Government of the Republic of Korea: (1) The immediate and automatic extension of the authority of the Government of the Republic of Korea to the territory north of the 38th parallel and (2) The holding of new elections throughout all of Korea. With regard to the first point, the United States and the United Nations are in entire agreement that the jurisdiction of the Republic of Korea does not automatically extend over North Korea and that it will be the function of the United Nations Commission, therefore, to arrange for elections and other constituent acts which will be required to unify the country. In the meanwhile, it will be necessary for the Unified Command to assume responsibility for the administration of North Korea in consultation with the Government DECLASSIFIED E.
