In Europe it is conceded that Germany is returning
to power quicker than any other country on t he Continent
and that in a short time she may have material supremacy
This fact makes necessary immediate action on our part to
condition the Germans so that if this material supremacy
eventuates, they will not try to enforce frustrated and
revengeful super-race views as they have done twice before
under the Hohenzollerns and under Hitler which they could
very well do under a new Hitler or Stalin. Both German
and Russian forces are at work in Germany to achieve this
supremacy. The success of either of these factions will
mean another war. What can be done to avoid this?
What can be done to defeat totalitarian ideology and inject
a Western ideology in Germany that would guarantee peace
for a long time?
In my opinion, very little can be done with the
male adults, who are reformed or unreformed Communists,
reformed or unreformed Hohenzollernites, reformed or
unreformed Hitlerites and a very small group of so-called
Democrats. Therefore, the conditioning must be done through
the youth of Germany and the women. The one medium that will
penetrate thoroughly and condition these two groups, without
propaganda, is the motion picture.
In order to set such a plan in motion, it would be
imperative firstly for the American High Commissioner to
activate a method of de-blocking the unreleased enormous sums
of marks available in Germany so that the American, French
and English motion picture companies who own these marks can
convert them into their own currency and bring American, French
and English talent, scripts and directors to Germany to make
motion pictures there.
Secondly, proper arrangements should be made so that
the motion picture companies are allowed to use these marks to
buy into German studios, German distribution companies, German
production, German theatres, and any other business that will
help condition and control the German motion picture industry.
This would prevent it from becoming nationalistic or a force
of evil as it was in the past with its depraved type of acting
and totalitarian subject matter and would coordinate it with
the successful international motion picture industries of
America, France, England and Italy.
After the American High Commissioner has approved and
put into work such a plan, I (as well as all my colleagues) would
be happy to put it into operation and I am sure the English and
French would come along, as they have indicated in conversations
with me.
