CONFIDENTIAL 19 July 1948 MEMORANDUM FOR THE PRESIDENT The Arab peoples believe their armies invincible, while the Arab leaders and, particularly, the Arab military were by no means confident of success in Palestine. It was against this background that Abdullah conferred with other Arab leaders to seek a formula whereby the Arabs could end the war in Palestine with the least poesible loss of terri- tory. They are reported as agreeing in private to accept a small Jewish state, but, in view of pressure at home and repercassions which would result from surrender of principles, the truce could only be extended by the Security Council ordering a cease-fire. The conference agreed, moreover, that, if the United States pressed for sanctions, the Arabs would be unanimous in reciprocating. 25X1 the British have urged the Arabs and, particularly, Abdullah to stop in Palestine in return for which the British will attempt to assist them in further secret arming for use against Israel at the time of probable change in United States policy with coming elections. It is feared that Arab defection on the Palestine cause might provide a motive for revolt in Iraq. Further fears are expressed that there will be swift and disasterous reprisals, particularly against the Jews in Iraq. The smoldering Istliqlal party with anti-Semitic Nazi background is as opposed to Jewish non-racial 25X1 basis as they are to Communists as such. The above information was confirmed who expressed gravest consern over the situation in Palestine which he 25X1 envisages as opening the door to the Soviets in the Middle East.
