Hope before Pres issues statement on fon aid you will
take few minutes study cable we sent State Dept today
outlining program of aid to India during next year or two.
This program which wld enable us substantially improve
living standards among 1/3 Indian farmers. within 4 years
is wholly practical if we can get necessary funds. Fact
that much of necessary steel can probably be purchased
Japan will ease considerably procurement problem.
I know you will do your best remind every one crucial im
portance this decision.
